Objectifs :
10 ans après avoir lancé une première opération de rénovation urbaine dans son hyper-centre, la Ville de La Louvière a entamé, en 2016, une nouvelle opération en élargissant le périmètre d’intervention. Cette relance du processus est l’occasion de faire le bilan des réalisations et de relever les problématiques actuelles vécues dans le centre-ville. Pour ce faire, le bureau d’études de l’IDEA a de nouveau fait équipe avec Espace Environnement pour le volet « étude » de l’opération. Initié en 2016, la dynamique participative s’est prolongée en 2017 avec l’animation de la CRU, alimentant le dossier de l’ORU.
Rôle d’Espace Environnement :
Le recueil des données subjectives ayant été réalisé en 2016 (enquête, réunions, ateliers, visites de terrain), l’année 2017 a été l’occasion de digérer l’ensemble des informations rassemblées et de se projeter dans des pistes concrètes de solutions, lors d’une CRU tenue le 21 juin.
Démarches/Étapes (max 200 mots) :
L’organisation de la CRU est une étape déterminante, après la phase de diagnostic menée l’année précédente. Elle est l’occasion pour l’auteur de projet de présenter, en synthèse, les enjeux et perspectives de la nouvelle opération de Rénovation Urbaine et pour les participants, l’occasion de s’exprimer et de coopérer à la définition de pistes concrètes de projets à mettre en place sur le terrain. Cette réunion a permis à chacun, en sous-groupe et avec cartes sur tables, de dessiner les contours de ce qui alimentera le dossier et les fiches-projets de l’ORU, sur différents thèmes et différents lieux précis.
Résultats :
A partir des pistes avancées par l’équipe de travail, sur base du diagnostic réalisé, la CRU a travaillé en séance à alimenter les possibilités concrètes de mise en œuvre des projets, à travers l’ensemble du périmètre de rénovation urbaine.
Perspectives :
Suite à ces différents moments d’échanges, de dialogue et de co-conception des projets à mettre en œuvre dans le cadre de cette opération de Rénovation Urbaine, l’auteur de projet va pouvoir finaliser le dossier de l’ORU pour le remettre au Gouvernement Wallon pour approbation. L’étape suivante sera la mise en œuvre concrète des fiches-projets, suivies dans le temps par la Commission de Rénovation Urbaine, qui se réunira régulièrement jusqu’à la fin de l’opération.
