Objectifs :
A la fois pour faire reculer la pauvreté et contribuer à réduire le gaspillage alimentaire, le CPAS de Charleroi a souhaité initier un projet visant à :
mettre en place de nouveaux partenariats effectifs entre des structures d’aide alimentaire (associations locales et CPAS) et des acteurs de la chaine agroalimentaire ;
augmenter la diversité et la qualité des produits mis à disposition des bénéficiaires de l’aide alimentaire avec pour effet de créer un environnement favorable à la santé des bénéficiaires ;
diminuer les coûts liés à l’approvisionnement qui permettra aux structures d’aide alimentaire de centrer davantage leur action sur l’accompagnement social des bénéficiaires.
Rôle d’Espace Environnement :
Pour aider le CPAS de Charleroi à relever ce défi, il s’agit de l’accompagner méthodologiquement dans le montage et la mise sur les rails d’une plateforme de redistribution alimentaire en lui apportant des éléments utiles sur les points suivants :
Collecte d’informations et benchmarking : analyse de l’existant, état de la demande et des besoins…
Aide au montage juridique et financier : statuts pertinents, agréments utiles, subventions possibles, plan de financement, cadre légal (sécurité alimentaire, entre autres)… (ce volet sera pris en charge par SAW-B)
Recherche de partenariats : rencontres d’acteurs, procédures de coopération, conventions…
Démarches/Étapes (max 200 mots) :
A Charleroi, la problématique des invendus alimentaires est gérée, depuis 2013, par le CPAS communal. Suivant l’exemple de la Ville d’Herstal, le Collège communal, sous l’impulsion du Président du CPAS, a décidé de modifier les conditions du permis d’environnement des grandes surfaces avec l’obligation de redistribuer à la Banque Alimentaire de Charleroi (BAC). Malgré la collaboration des grandes surfaces, la BAC a très vite été confrontée à un manque de moyens matériels et humains. En l’état, il est donc difficile de mettre en œuvre la décision du Collège communal.
Par ailleurs, de nombreux opérateurs sont actifs sur Charleroi et gagneraient sans doute à être coordonnés pour optimiser l’action.
La démarche entreprise par Espace Environnement s’est donc focalisée en premier sur l’étude de bonnes pratiques et la consultation d’acteurs :
rencontre avec Thomas Pocher, propriétaire de 3 supermarchés E. Leclerc, et pionnier de la lutte contre le gaspillage alimentaire dans la grande distribution en France et visite d’un point de redistribution de la Croix-Rouge ;
rencontre de la Banque Alimentaire de Charleroi, des Restos du Cœur, de la Croix-Rouge, de Makro, de Mestdagh/Carrefour… ;
échanges méthodologiques avec la Fédération des Services Sociaux et la chargée de projet « aide alimentaire et distribution des invendus alimentaires » de la conférence des élus Meuse-Condroz-Hesbaye.
Outils :
Des guides d’entretien personnalisés ont été préparés en fonction des profils des structures à rencontrer. Les comptes-rendus de ces rencontres sont également disponibles.
Résultats :
Une note « Diagnostic et pistes de développement/partenariats » a été rédigée suite aux différents entretiens menés et soumise au CPAS de Charleroi qui a, de son côté, modélisé une feuille de route pour la réalisation de la plateforme, comprenant plusieurs scénarii et budgets afférents. La proposition d’organiser une rencontre ouverte avec l’ensemble des forces vives concernées pour présenter et discuter ces différents scénarii est à l’étude au niveau du CPAS.

La réflexion initiée dans le cadre du projet peut s’articuler de manière très pertinente avec les ambitions du projet Interreg VA Alimentation Durable INclusive (AD-In), dont Espace Environnement est l’un des partenaires. L’un des modules de travail du projet européen vise, en effet, la structuration d’une aide alimentaire plus durable dans les territoires, de part et d’autre de la frontière, et l’accompagnement des bénéficiaires de cette aide alimentaire durable, pour qu’ils en tirent le meilleur parti.
